But state lawmakers say they didn't learn of the problems until this year, which is most likely true. Because, let's just be honest here- who in there right mind is going to listen to a bunch of troubled kids anyhow? It seems that now, the State of Ohio is going to help the State of Texas monitor their delinquents a little better, and hopefully make it more difficult for a bunch of sadistic adults to take the punishment of being locked up a step further by abusing the kids.
