Perhaps it's normal for people to be partly naked while stalking school grounds in the middle of November for sex offenders in AURORA.. I just don't know. Maybe someone can clear that up for me.

A registered sex offender was arrested on Monday after he was spotted repeatedly driving around Gateway High School.
Aurora Police say they arrested 30-year-old Daniel Lucky Denny for trespassing and making false statements to an officer after he was contacted in the high school parking lot.

The news report you link to said he "was not fully clothed." Possibly you heard more on TV or another report? Otherwise...
It could be his shoes were off, he wasn't wearing socks, he didn't have a shirt, or, of course, he might have had his pants off, or possibly even his undergarments.
Without knowing the facts, though, "half nude" and "partly naked" are a bit strong, don't you think? Would one normally describe someone without socks as "half nude?" And a guy without a shirt, even in November, would not normally be described as, "partly naked" or "half nude."
Given the media sensationalism of sex offenders, I'd have to say that had he been truly "partly naked" the news report would probably have choosen to use those words instead of, "not fully clothed." After all, nudity sells, right?

Never in my life have I heard someone without socks referred to as "not fully clothed"... I highly doubt that they were talking about someone missing socks as being "not fully dressed".
If you are partially undressed, you are in fact- half naked.
I don't find any problem with the news reports, or my own discription. I can bet you a dollar that had I been arrested at a school without a shirt on (IF that is the case here) they would have just as correctly used the term "partically clothed".
